Colombo (News 1st): The Road Development Authority said the final phase of the Outer Circular Highway Project will be declared opened in August. RDA Chairman Nihal Suriyarachchi said following the opening of the final phase, people can travel from Katunanayake to Matara without making a detour to Colombo.
